However, long before that famous ship sailed, there was another, the <strong data-start=\"950\" data-end=\"975\">HMS Victory shipwreck<\/strong> of 1744.<!--more--><\/p>\n<p data-start=\"988\" data-end=\"1167\">This earlier first-rate warship, completed in <strong data-start=\"1034\" data-end=\"1042\">1737<\/strong>, was the most technically advanced vessel of her time, yet she would later meet a tragic fate beneath the English Channel.<\/p>\n<hr data-start=\"635\" data-end=\"638\" \/>\n<h2 data-start=\"640\" data-end=\"675\">Master Shipwright Joseph Allin<\/h2>\n<p data-start=\"677\" data-end=\"908\">Victory was constructed at <strong data-start=\"704\" data-end=\"727\">Portsmouth Dockyard<\/strong> by <strong data-start=\"731\" data-end=\"765\">Master Shipwright Joseph Allin<\/strong> between <strong data-start=\"774\" data-end=\"791\">1726 and 1737<\/strong>. She was partly built using timbers from the previous Victory, which had caught fire during a <em data-start=\"886\" data-end=\"896\">breaming<\/em> exercise.<\/p>\n<p data-start=\"910\" data-end=\"1169\">The new Victory had a <strong data-start=\"932\" data-end=\"963\">gun deck length of 174 feet<\/strong> and a <strong data-start=\"970\" data-end=\"1007\">cargo capacity of 1,921 tons (bm)<\/strong>. She carried an unprecedented <strong data-start=\"1038\" data-end=\"1060\">100 bronze cannons, <\/strong>the largest consignment ever made, and would be the last ship to bear a full complement of bronze guns.<\/p>\n<p data-start=\"1171\" data-end=\"1286\">After the reign of <strong data-start=\"1190\" data-end=\"1207\">King George I<\/strong>, the Royal Navy began phasing in <strong data-start=\"1241\" data-end=\"1257\">iron cannons<\/strong> as a cost-cutting measure.<\/p>\n<p data-start=\"1288\" data-end=\"1444\">When launched in <strong data-start=\"1305\" data-end=\"1313\">1737<\/strong>, HMS Victory became the <strong data-start=\"1338\" data-end=\"1371\">flagship of the Channel Fleet<\/strong>, which patrolled the English Channel to protect England from invasion.<\/p>\n<hr data-start=\"1446\" data-end=\"1449\" \/>\n<h2 data-start=\"1451\" data-end=\"1471\">Wrecked in 1744<\/h2>\n<p data-start=\"1473\" data-end=\"1691\">In <strong data-start=\"1476\" data-end=\"1489\">July 1744<\/strong>, under the command of <strong data-start=\"1512\" data-end=\"1532\">Sir John Balchin<\/strong>, HMS Victory joined a convoy sent to <strong data-start=\"1570\" data-end=\"1582\">Portugal<\/strong> to liberate a Mediterranean fleet that had been blockaded by <strong data-start=\"1644\" data-end=\"1669\">Admiral de Rochambeau<\/strong> in the Tagus River.<\/p>\n<p data-start=\"1693\" data-end=\"1838\">The mission succeeded, but on her return voyage to England, tragedy struck. Victory was <strong data-start=\"1782\" data-end=\"1811\">lost with all 1,100 hands<\/strong> on <strong data-start=\"1815\" data-end=\"1835\">5th October 1744<\/strong>.<\/p>\n<p data-start=\"1840\" data-end=\"2112\">At the time, it was believed she had been wrecked off the <strong data-start=\"1898\" data-end=\"1916\">Casquets Rocks<\/strong>, a group of small, treacherous islets northwest of <strong data-start=\"1968\" data-end=\"1980\">Alderney<\/strong> in the Channel Islands. Islanders reported hearing <strong data-start=\"2032\" data-end=\"2056\">distress cannon fire<\/strong> and seeing <strong data-start=\"2068\" data-end=\"2097\">wreckage marked \u201cVictory\u201d<\/strong> wash ashore.<\/p>\n<p data-start=\"2114\" data-end=\"2261\">Navigation errors were blamed, and the <strong data-start=\"2153\" data-end=\"2183\">Casquets Lighthouse keeper<\/strong> faced a <strong data-start=\"2192\" data-end=\"2209\">court-martial<\/strong> for allegedly failing to keep the lights burning.<\/p>\n<hr \/>\n<h2 data-start=\"2268\" data-end=\"2289\">Wreck Discovered<\/h2>\n<p data-start=\"282\" data-end=\"401\">For the next <strong data-start=\"295\" data-end=\"308\">264 years<\/strong>, numerous expeditions tried to locate HMS Victory\u2019s final resting place, without success.<\/p>\n<p data-start=\"403\" data-end=\"549\">Finally, in <strong data-start=\"415\" data-end=\"423\">2008<\/strong>, <strong data-start=\"425\" data-end=\"455\">Odyssey Marine Exploration<\/strong> discovered and confirmed the wreck\u2019s location <strong data-start=\"502\" data-end=\"546\">over 60 miles west of the Casquets Rocks<\/strong>.<\/p>\n<p data-start=\"551\" data-end=\"782\">This revelation disproved the long-held navigation error theory. Under international maritime law, warships and other government vessels remain the permanent property of the nation that built or operated them, even if they sink in foreign or international waters. As such, the <strong data-start=\"995\" data-end=\"1012\">UK government<\/strong> retains ownership of HMS Victory and control over any activities involving her wreck, effectively trumping Odyssey\u2019s claim. No intrusive work can take place without UK consent.<\/p>\n<p data-start=\"1193\" data-end=\"1634\">Responsibility for sovereign British warships rests with the UK Government&#8217;s <strong data-start=\"1254\" data-end=\"1283\">Ministry of Defence (MoD)<\/strong>. Following the discovery, the MoD did not transfer ownership but instead <strong data-start=\"1357\" data-end=\"1382\">granted custodianship<\/strong> of the wreck and all associated materials to the <strong data-start=\"1432\" data-end=\"1470\">Maritime Heritage Foundation (MHF)<\/strong> in <strong data-start=\"1474\" data-end=\"1482\">2012<\/strong>. The MHF is a charitable organisation dedicated to preserving and studying historic shipwrecks \u201cfor the education and benefit of the United Kingdom.\u201d<\/p>\n<p data-start=\"1636\" data-end=\"1912\">That same year, <strong data-start=\"1652\" data-end=\"1670\">Odyssey Marine<\/strong> entered into an agreement with the MHF to fund archaeological surveys, conservation, and exhibition of HMS Victory (1744) and her artefacts. The partnership aimed to balance heritage preservation with public display of any recovered items.<\/p>\n<p data-start=\"1914\" data-end=\"2285\">However, before any salvage could begin, the project required a <strong data-start=\"1978\" data-end=\"1996\">marine licence<\/strong> from the <strong data-start=\"2006\" data-end=\"2046\">Marine Management Organisation (MMO), <\/strong>the UK government body responsible for regulating activities that might affect the marine environment. In <strong data-start=\"2155\" data-end=\"2163\">2018<\/strong>, the MMO <strong data-start=\"2173\" data-end=\"2194\">denied permission<\/strong>, deciding that the wreck should remain <strong data-start=\"2234\" data-end=\"2255\">preserved in situ<\/strong>, undisturbed on the seabed.<\/p>\n<p data-start=\"2287\" data-end=\"2522\">The decision divided opinion. Supporters of the ruling view the <strong data-start=\"2351\" data-end=\"2376\">HMS Victory shipwreck<\/strong> as a war grave and symbol of maritime history, while others believe careful recovery could protect artefacts from damage, trawling, or looting.<\/p>\n<hr data-start=\"3998\" data-end=\"4001\" \/>\n<h2 data-start=\"4003\" data-end=\"4027\">A Continuing Debate<\/h2>\n<p data-start=\"2557\" data-end=\"2832\">The preservation of the <strong data-start=\"2581\" data-end=\"2606\">HMS Victory shipwreck<\/strong> continues to divide historians and maritime archaeologists.
